Role Purpose

To plan, execute, monitor, control and close standard engineering projects within the allocated budget, time and expected quality standards and in line with the Emarat’s operational policies and procedures.


Key Accountabilities

Tendering & contracting: 

  • Ensures the preparation of engineering drawings, collects requirements from end users and to prepares scope of work for projects under assignment
  • Reviews project requirements and determines necessary budget and resources to fulfil them.
  • Identifies potential qualified contractors
  • Develops engineering drawings in coordination with draftsmen and submits them to project administrator along with a detailed scope of work
  • Conducts commercial and technical bid evaluations in consultation with Senior Projects Engineer
  • Checks and responds to NOCs requests
  • Reviews work performed and issues/obtains No Objection Certificate (NOC)s with the approval of the supervisors

Project Management:

  • Oversees and manages contractors work to ensure the timely execution of activities
  • Ensures the successful completion of projects and performs project close out activities
  • Reviews invoices submitted by contractors to ensure consistency with the work performed

Schedule Management:

  • Ability to understand, develop, and manage the overall service stations program level planning (new development, refurbishment and additional facilities).
  • Prepare a comprehensive time plan for constructing service stations or any other projects in coordination with the Project Managers.
  • Coordinate and supervise the overall planning for design and construction projects.
  • Prepare project briefs detailing projects to be constructed, including estimated timelines for design and construction.
  • Monitor the time progress of pre-tendering, tendering, design, and construction phases for projects.
  • Review and approve contractors baseline programs.
  • Review and approve contractors monthly program reports.
  • Audit and assess contractors’ requests for extensions of time, issuing reports with recommendations for approval or penalties. This may also include providing information in cases of legal disputes.


Qualifications

Knowledge:

  • Good knowledge of petrol station construction for the oil & gas industry.
  • Good knowledge of local building services rules and regulations.
  • Thorough knowledge of international codes and standards such as ASME/ API/ NFPA/ NEMA /IEC /IEEE/
  • Ability to work with several computer planning software including Primavera P6, AutoCad

Education:

  • B.Sc. in Civil Engineering.
  • Project Management Certification preferred (PMI or equivalent)

Experience: 

  • A minimum of 8 years' experience in the construction industry
  • Experience in Oil and Gas Petrol Station construction preferred

Competencies:

  • Excellent communication skills and fluent in English (Arabic is an added value)
  • Strong leadership skill
  • Time management skill
